Area 5 Performance Review Meeting to be Held on May 19

KINGSTON, Jamaica — The Police Civilian Oversight Authority (PCOA) will hold its Area 5 Performance Review Meeting with the hierarchy of the Jamaica Constabulary Force (JCF) virtually on Tuesday, May 19.

The meeting marks the third phase of the Transforming Our Police Service (TOPS) programme. In attendance will be PCOA Members, the Police Service Commission (PSC), the Permanent Secretary in the Ministry of National Security, and the Police Commissioner, alongside divisional commanders and other key leadership figures.

Andrew Beaumont, Senior Director of Inspections and Monitoring, will present findings from inspections of 39 stations across four divisions: St. Catherine North, St. Catherine South, St. Thomas, and St. Andrew North. The Senior Director anticipates a highly productive session.

“This is where we are given the opportunity to ventilate our concerns and issues coming out of the inspections for the Area 5 TOPS Competition with the JCF Command, which helps in facilitating accountability,” Beaumont said. “We also hope that some of the issues relating to station plants will be addressed.”

Once targets for improvement are agreed upon, the fourth and final phase of the programme – the TOPS Re-inspection – will be carried out after a six-week grace period. At the conclusion of this exercise, the Dr. the Hon. Marshall Hall Award will be presented to the most improved station or division demonstrating excellence in records management.

The TOPS programme was launched in 2019 in Area 2 (comprising St. Mary, St. Ann, and Portland) and consists of four components: an Area Competition, an awards ceremony, a Performance Review Meeting, and a Re-inspection. The Performance Review meeting was added to the initiative in 2021.
