Tenure of PCOA Board Members Comes to an End August 22

KINGSTON — The tenure of the seven members of the Police Civilian Oversight Authority (PCOA) officially comes to an end on August 22, 2026.
The members are appointed by the Governor-General in consultation with the Prime Minister and the Leader of the Opposition for a period of five years. By law, the PCOA is comprised of no fewer than five and no more than seven members.
The outgoing members are as follows: Mrs. Jacqueline Hinkson, JP (Chairman); Pastor Glen Samuels, OD; Rear Admiral (Ret’d) Peter Brady, CD, CVO; Ms. Vivette Miller; Professor Hon. Terrence Forrester, OJ; Mr. Norman Heywood; and, Gladstone Lewars, CD.
Under the tenure of this Board, the Authority has marshalled several major initiatives, including the implementation of the Station Monitoring Programme, which highlights the direct link between consistent monitoring and adherence to Jamaica Constabulary Force (JCF) policies and procedures.
Additionally, the Transforming Our Police Service (TOPS) Competition—now in its eighth year—has grown from strength to strength to become the Authority’s flagship initiative. Groundbreaking thematic inspections focusing on specialized units, including the Marine Division, Canine Division, and the Centre for the Investigation of Sexual Offences and Child Abuse (CISOCA), were also successfully undertaken alongside the staging of the inaugural Hon. Oliver F. Clarke Memorial Lecture.
