KINGSTON, August 5, 2025 — The Police Civilian Oversight Authority (PCOA) will begin the final phase of its Transforming Our Police Service (TOPS) Programme with a re-inspection of police divisions and marine outposts in Area 2, which includes St. Ann, St. Mary, and Portland. Starting August 8, the PCOA team will visit 31 police stations and 3 marine outposts to determine if they have met the performance targets for improvement set during a Performance Review Meeting held in June.
This re-inspection is the final component of the TOPS Programme, which aims to improve the Jamaica Constabulary Force’s (JCF) compliance with its own policies. During the last Performance Review Meeting, which is the third component of the TOPS Programme, the PCOA and the JCF High Command, including Area 2 Commander ACP McArthur Sutherland and divisional commanders, agreed upon specific targets for improvement in performance.
The St. Ann and St. Mary divisions committed to achieving a 100% improvement in identified areas of concern, while the Portland division set a goal of 90%. Commander Sutherland expressed confidence in the corrective measures implemented across Area 2, particularly in records management.
The division or station that shows the most significant improvement during this re-inspection will receive the prestigious Dr. the Hon. Marshall Hall Award. Named in honor of the late Dr. Marshall Hall, a distinguished former PCOA member who served for 14 years, the award recognizes his stellar contributions to the authority and public service.
Previous recipients of this special award include:
- 2021: St. Catherine North Division (Area 5)
- 2022: Fletchers Land Station (Kingston Central Division, Area 4)
- 2023: Black River Station (St. Elizabeth Division, Area 3)
- 2024: Trelawny Division (Area 1), which was the first to meet its 100% improvement target for performance in records management.
The re-inspection will conclude on August 20.
